- <p> DIED. James Webb, 85, pioneering leader of the National
- Aeronautics and Space Administration who is credited with
- guiding the space agency from its fledgling beginnings to
- landing a man on the moon; in Washington. As NASA's
- administrator from 1961 to 1968, Webb oversaw the first manned
- flight, by Alan Shepard, and laid the groundwork for Neil
- Armstrong's first step on the moon in 1969.
