  16. guiding the space agency from its fledgling beginnings to
  17. landing a man on the moon; in Washington. As NASA's
  18. administrator from 1961 to 1968, Webb oversaw the first manned
  19. flight, by Alan Shepard, and laid the groundwork for Neil
  20. Armstrong's first step on the moon in 1969.
